SOME ISSUES OF INNOVATIVE DEVELOPMENT OF POLAND

Summary 

 The role of the state in providing innovative policy in Poland is considered in the work. It is emphasized that in recent years the special part in innovative processes is assigned to the state institutes and programs. Poland belongs to the countries outsiders on the innovative map of Europe. For this reason at the beginning of the 2010th years in Poland the long-term reform of the scientific and technical sphere (accompanied  also by some changes in the system of the higher education), aimed at decentralization of management of science and also increase in cooperation between the business community and research institutes working on commercially significant projects has begun. It is necessary to distinguish from key programs and events of realization of innovative policy by the state institutes of Poland first of all "The plan for the benefit of the responsible development" called also by "Moravetsky's plan" according to a surname of his author – the Minister of Economic Development Mateusz Moravetsky that has provided substantial increase of level of innovations in Poland. This plan was accepted by the government of Poland on February 16, 2016 and represents a new model and the strategy of the balanced economic development of the country in the future. The main idea of the plan is a support of development of the Polish companies, their productivities, expansions of external influence and uniform development of the whole country,  more  investments and increase in expenses on innovations, intensive cooperation of science and business, GDP growth at simultaneous high quality, simplification of work of the companies and promoting of economy. These and other measures have allowed Poland this year to improve considerably the indicators and to rise in GII from the 45th place of 2015 (46 points) on 39 (by seven points) among 128 countries, having got 44,2  from 100 possible points. From all above it is possible to draw a conclusion that the analysis of experience of providing innovative policy by the state institutes and programs in Poland will allow to use its most positive tools in Georgia.
